/?%20 added to typed urls

Has anyone ever seen this? When i type a URL into internet
explorer, i get /?%20 added to he url. For exmple:

when i type google.com, i get:

http:///? google.com/


I'm pretty sure i have some kind of tcp issue, since when
connected, i can't ping past my own ip or tracert. Any
help would be awesome...

The "http:///" string indicates a CoolWebSearch parasite.
