2 seperate networks on 1 computer

I am looking to run a computer that is connected to 2 different networks.
One network card will recieved data from the outside world. the second
network card will will be apart of the local network.

I do not want to bridge the connection or use a router. the point is that
my server is to recieve files from a large managed network. I do not want
the overhead to slow down my local network

Not sure whether this is the question, but YES - you can install multiple
adapters in a Windows machine, connect them to different networks, and not
have routing enabled. You might have resulting issuess, but without a lot
more information there is no way to guess what they might be.

The problem is that One network is automatically disabled for the other, so
while only one network can opperate at a time. However, Both show that they
are connected.

I need to Recieve Files from the external Network, However, my local network
can not been connected to the main Building's network. I Want to Run Two
network card on XXP like server2k or server2003, is this possible and how?

Possible issues:

1. Make sure the connections are not bridged.

2. Make sure both networks are on different subnets.

3. Right click My Network Places and select Properties. Click
Advanced/Advanced Settings - move the local network adapter to the top of
the binding order.
