2 Separate Networks - cannot see each other

In our office space, we have two separate companies.

They each have their own ISP, IP address set, routers and network. They are
not connected in any way.

For some reason, I am unable to access anything "publicly" available (like a
web site or ftp site) from one to the other.

I can access these sites from other networks "outside" our office.

Anyone have ANY idea what cause a problem like this ?
