I am running Windows XP sp2. For some reason starting yesterday the
language toolbar on the taskbar showed up and I can't get rid of it. The
only thing that has changed recently is that I had to reset the BIOS but
that doesn't affect Windows. And the only thing that was changed in BIOS
was date and time. I have unlocked the taskbar and unchecked the language
toolbar but when I reboot it's back. It's annoying that it won't go away.

Also, I have someone who said that they organized all of their desktop icons
into groups a couple days ago. When he reboots, the icons are back to where
they were before he moved them. Auto arrange is not checked. Not earth
shattering but when you have as many icons on your desktop as he does, you
understand why he wants them to stay organized.

have you tried..

a.. Click the Start Button.
a.. Select Control Panel option.
a.. Double-Click the Regional and Language Options icon.
a.. Click on the Languages tab.
a.. Click the Details button.
a.. Click the Language Bar button.
a.. Remove the checkmark from the Show Language Bar option.
a.. Click OK.


as for below , I can't remember the fix off the top of my head ..and i have
to go :>
someone should chime in , stay tuned :>

Right-click the language bar and select settings on the front (settings) page of the dialog box that you get there is a button under preferences labelled "Language Bar" if you click that there are two checkboxes: Show the Language bar on the desktop and Show additional Language bar icons in the taskbar - uncheck these.

Note: if you select to see the language bar via Taskbar - Toolbars then these two checkboxes will get checked automatically.

To disable Language Bar:

Go to Control Panel.
Click on "Date, Time, Language, and Regional Options."
Click "Regional and Language Options."
Open the "Languages" tab.
Click "Details."
Under Preferences, click "Language Bar."
Uncheck "Show the Language bar on the desktop."
Click OK.

As for the desktop icons, can someone please help with that? Not sure how to
go about fixing it, so I don't want to give false information.

If Lock Web Items on Desktop is checked...
Items can be moved, but they are moved back after reboot.

Right click Desktop | Arrange Icons By |

UNCheck: Auto Arrange
[[Arrange the icons in columns along the left side of your screen.]]

UNCheck: Lock Web Items on Desktop
[[Specifies whether Web content windows or items that *you* have placed on
your desktop are locked in place and can’t be moved. Select the check box to
lock Web content in place. Clear the check box if you want to be able to
move Web content.]]

Auto arrange in unchecked as is lock web items on desktop. I'm assuming
that this guy knows what he's talking about when he says his icons have
moved back. I already checked those things again and he has moved the icons
he wanted. We will both check again Monday morning to see if they really
moved.

Look for a NoSaveSettings in both of these registry keys. If NoSaveSettings
exists and is set to 1, change it to 0.

HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer
and
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer
Value Name: NoSaveSettings
Data Type: REG_DWORD
Value Data: (0 = disabled, 1 = enabled)

I am not clear if NoSaveSettings set to 1 saves the Desktop icon location or
if it just saves the icons. One reference says: Shortcuts placed on the
desktop are always saved. And another says it doesn't save the icon
location. Either way a NoSaveSettings value of 1 is not wanted here.

This isn't in the registry at either location. Should I go ahead and put it
in and set it to 0?

Supposedly, if the entries do not exist it's the same thing as if the
entries were there and set to 0. The policy is disabled.

However you might try this..
