2 processors in Device Manager

I have an Intel 2.4C GHz P4. For some reason there appear to be 2 instances
of the chip in Device Manager. Is that because of the hyper-threading, or
is something not right?

It's because of HyperThreading.

I saw in a computer mag recently a review of a twin-processor, dual core
Xeon rack server with HyperThreading. There was a screenshot of Device
Manager with 8 CPU graphs.

It is showing that you have Hyper-Threading enabled.

Is the converse always true? i.e., if you do NOT see two
processors, does that mean your HT is not set up right and
not working?
