2 monitors problem

I have 2 monitors (the main with digital and the secondary one with
analog input). The display adapter is Radeon 9200 and OS Win2000 SP4.
I have 2 problems:
- I set the view of the 2 monitors side by side but randomly I get them
one above the other
- when I select Session end I get randomly the closing window which
allows me to select to shut down or to restart Windows sometimes on the
main and sometimes on the secondary window.
Is this a Windows or an ATI problem?

Maybe a radeon Hydrovision? problem.
You've updated radeon drivers from Laptop manu or ATI site if desktop
