I suggest that you start by carefully measuring what datarate you
get, both uphill and downhill. Create a single file that is large
enough for you to measure transfer time with a watch (because some
software reports datarate inaccurately), then use FTP to copy that
file from your PC to your private area on your ISP's server, then
use FTP to copy it back to your PC. Repeat a few times, until
you get believable results, and note the best transfer rates you
get; broadband is a shared medium, so results will vary a lot.
On my 3Mb/s cable, I got 28 KB/s uphill and 330 KB/s downhill this
morning. Since a B is a bunch of b's, that result is very good.
