2 IDE HDD's but only one seen in windows explorer??

I've got two hard drives, one has the OS Win xp on it, thew other has
just data, word documents, excel stuff, photos, etc.

If I goto device manager I see both drives one at location 0 0 and one
at 1 1 but If I goto My Computer I only see my C System drive?

How can I see both?
One is a master, the OS drive, the other is slave, set on a single
cable

Are you certain that the D: drive didn't get hidden either in a windows
function or by a third party program? Because if it did it would be
seen in device manager but not in my computer.
 
I've got an old maxtor 20g set as a slave (by itself) on the secondary IDE
channel as we speak. Works fine and always has.
