2 HDs and speeds are not the same???

I have an Asus P4P800 Deluxe with a P4 2.4C processor, on the latest BIOS.
I am running two WD 1200JB drives, one drive is on IDE 0 and the other drive
is on one of the VIA RAID channels. IDE 1 has a DVD burner on it. There is
also two SCSI CDROM drives installed on an Adaptec 2940 UW card.

Win XP pro. The problem is the 1200JB on the IDE 0 channel HDTachs at:

Random Access= 16.4ms
Read Burst= 31.7 MB/s
Max= 30.3 MB/s
Min= 11.7
Avg= 28.9
CPU utilization= 2.1%

The 1200JB on the VIA RAID channel HDTachs at:

Random Access= 13.5ms
Read Burst= 83.5 MB/s
Max= 50.9 MB/s
Min= 28.4
Avg= 42.7
CPU utilization= 2.5%

Do I have a drive going bad? The system seems stable, but there is a
noticeable difference in performance between the two drives. Any help will
be appreciated.

Unlikely. Have a look at the SMART data with
http://www.passmark.com/products/diskcheckup.htm

Have you got the drivers loaded from the CD that
came with the motherboard for the IDE 0 ?

Likely thats your only problem.

Why don't you move the HD from IDE 0 to the other RAID channel

I have an abit KG-7 RAID mobo and noticed a similar scenario
 
I have reloaded the drivers for the MB chipset and have even done a complete
reinstall of XP, no difference at all. All updates from Asus have been
applied and still the IDE channels run less than half as fast as the VIA
RAID channels. I moved the HD off the IDE channels onto the RAID controller
and the speed on both drives is now very nearly the same. I can notice the
difference also. At this time, I'm not sure if it's something I'm missing
or what the heck is going on. Beginning to look like a defective MB to me.
