2 DNS servers on 2 DC

We have a new Web Application that requires forward lookup
be under 30 milliseconds, ours is at 1010 milliseconds.
I am having an argument with a fellow

which scenario is correct.

1. 2 DC setup, one running DNS, second DC DNS pointing to
DNS server. All workstations pointing at both DC as
primary and secondary DNS.

OR

2. 2 DC setup, both running separate DNS. All
workstations pointing at both DC as primary and secondary
DNS.

A timely response would be SOO much appreciated.

First of all I dont think you can have a solution that
will always have a lookup response under 30ms. You should
really look at the app.
Anyway, I suggest having 2 x DC each running AD
intergarted DNS (If windows 2000) point them to
themselves for primary and each other for secondary. Have
the clients point to the closest(fasted link from that
workstation) DC/DNS server. If the speed is equal then
split the clients 50/50
 
Each DC should be running DNS with AD integrated zones. They will actual share this zone as it's stored in the AD. Each DC should point to itself first and the
other DC as secondary. Point the clients to both DCs for DNS. As for the 30 millisecond time, there is simply no way to guarantee this.
