2 different public calendars - two different time issues

I have two public calendars, created by two different people on two different
computers. One shows the correct times, and the other shows everything one
hour off. I can flip-flop the 1 hour error by changing calendar and system
settings from correct for dst - or not. Time on my computers are all set to
sync with a network server.

Why is this happening, and how can I correct it. I am the sys admin - so I
have rights to all of the calendars.
 
Ensure time settings (including DST) are the same between Outlook and
Windows.

Read my post again - If I set both Outlook and Windows for DST one calendar
is correct and the other is 1 hour off. If I set both for No DST the other
calender is correct ant the one that was correct is off by one hour. So this
is not the solution.

Export your calendar, fix the DST settings, and import the calendar again.
