2 (10 pt) as standard in Frontpage 2003

Is it possible to make 2 (10 pt) as standard in FrontPage 2003
In a theme and in the standard window when the program loads
Normal 3 (12pt) Verdana are a bit to large in IE7
 
You don't want to use a printed page measure on the web. Stick with pixels,
ems, ens, exs, percents, or font size names instead.
