16x DVD ROM Bad?

Is 16x DVD ROM decent for base system? They sell them here and I have a
chance to get them with a rebate and end up paying 9.99. Can you read
regular CDs with a DVD-ROM drive? Thanks.

Actually, the only deal close to the one in salescircular.com was a CD-ROM
for 9.99 (which beats new egg 20.99, but it has free shipping).. Is
salescircular often wrong?
