16bit setup launcher

Is Windows XP supposed to have a 16 bit setup launcher
located in > C:\documents and settings\OWNER~1~BIN\LOCALS~1
\Temp\pft2B~tmp, or, pft1E~tmp? I have the 32 bit launcher
in the \OWNER~1~THE\ file. I have the \pft1E~tmp file but
it's empty.

I'm trying to run my firewall setup progam but it can't
find the 16 bit launcher. i did a file\folder search and
found nothing.

I recently had done two system restores due to the
W32blaster worm and I suppose I lost some files in the
process.

Where can I find a 16 bit setup launcher, if, XP is
supposed to have one?

For instructions on activating/deactivating the firewall
that comes with XP run Help and Support and search 'XP
firewall'
