Main question:

In XP display properties, regarding the resolution slider, are the available
resolutions a function of the monitor inf files or also the video card
drivers?

I bought a ViewSonic VG2030wm for the office and I can't seem to find a
computer to match it with. Nothing seems to do the native res of 1680 * 1050.
I'm using latest drivers (monitor, and vid cards). The Display Properities
show the model of monitor I'm using. Tech support thought it was a limitation
of the video cards I was trying to use. It seems like their should be a
workaround for this somehow.

1650 x 1050 is the maximum non-interlaced aspect ratio that
panel can resolve depending on the graphics card.
As that is not a native aspect ratio for graphics cards you will
require a card outputting 2048x1536. When connected via
DVI or VGA the bi-directional ID will set as max 1680x1050.
But it seems You may have a card with a max aspect ratio
output of 1024x768, if so then there is no "workaround" -
that is the max the card can output.
