16 bit Windows Subsystem

I'm getting a popup when I try to start MSAccess by double-
clicking on a mdb file. 'A temporary file needed for
initialization could not be created or could not be
written to. Make sure that the directory path exist and
disk space is available.' The path is fine and there is
plenty of space. I have no problem opening the file from
Access itself.
I also get the same pop up when I attempt to
run 'command.com'
In the Event Viewer it is reported as Event ID 26.
I haven't been able to find out anything about this. Could
someone help me out?

Perhaps your %temp% variable points to a non-existant folder,
or it points to a folder that has restricted access permissions,
or it points to a folder located on a full disk.

Also: Rather than running "command.com" you should run
"cmd.exe". Command.com lacks numerous features that are
included in the native Win2000 command processor, cmd.exe.
 
I have checked all of these things. No go. Any other ideas?
I only tried "command.com" because I knew it used the 16
bit windows subsystem.
