16 bit MS-DOS Subsystem -- The NTVDM CPU has encountered an illegal instruction

I have encountered an NTVDM CPU error while starting the
system.
the path c:\windows\system32\userinit.exe appears.
when clicking close i just have my desktop and nothing
else.
the only thing i can do is opening the task manager and
starting programs from there.
