1202 errors

We are preparing a Win2k domain for a Win2k3 domain controller. I am
following all the steps in article 325379 on Microsoft's site. I am down to
the EventLog Review section, and my DC that holds all the operations master
roles has the following event over and over again in the event viewer
application log:

"Security policies are propagated with warning. 0x4b8 : An extended error
has occurred.

For best results in resolving this event, log on with a non-administrative
account and search http://support.microsoft.com for "Troubleshooting Event
1202s". "

Also, when I go into my Local Security Policy in Administrative Tools, I
cannot view any policies. It says:

"Windows cannot open the local policy database.

An unknown error occured when attempting to open the database."

Did you upgrade your PDC to a W2K3 server? Or did you leave it a W2K PDC
and add a W2K3 DC as a regular DC? If it is the second way, you would see
incompatibilities in the security policies between the two OS's.

I am doing it the second way, but I have not run any adprep commands yet....I
am just trying to make sure that everything is in order with the current
Win2k domain first
