This is dependent on the time format set for Windows.. go to Control
Panel -> "Date,Time,Language,Regional Options" -> "Change the format of
numbers, dates, and times". Then in the "Regional and Language Options"
dialog, click the "Customize" button on the "Regional Options" tab, which
displays a new "Customize regional options" dialog. Click the Time tab, and
from the Time Format dropdown pick a 12-hour format (e.g h:mm:ss tt). Click
OK, then OK on the previous dialog, and Outlook should now display times in
12-hour format. A side effect is that the clock in the system tray will also
switch.
