100% Performance Issue

I am having the problem of my performance consistently
staying at 100%. I have even tried shutting different
programs down to see if that helps and nothing happens,
still stays at 100%. I have Windows XP Pro. Also, my
computer is new. It is a 2.6 GHz and has 1.5 gb Ram so I
know that the RAM can't be the issue. Please HELP!!

When you pull up task manager which service is using the

most cpu%
 
I might know whats wrong
Maybe you have one of the program that keep the processor busy to keep its
tempature above a certain level
I dont really know what else it could be
Perhaps a virus if not the previously metioned thing
