I get the same performance in Safe Mode.
I've found several things wrong in the Event Viewer.
Here are a couple of them:

Go to Start/Run, type eventvwr.msc and press OK. Click on Applications
and then System in the left side menu and look for any Red X error messages
that coincide with the errors. Double click one of these and it will display
the details of what is happening. There is an icon on
details dialog
givethat looks like 2 text pages, click this to copy the error to the clipboard
and paste the results back here in a reply. This may
a clue as to what
msinfo32is generating the errors.
Another thing to look at is Start/Run, type:
and press OK.
..Expand the Components item and click on the Problem Devices. If there is an
entry for a hardware device there, it could be where the problem is coming
from.
Use Safe Mode to troubleshoot the problem. Restart in Safe Mode and see if
you can recreate the problem there.
If no joy, try to restore to a point before the problem occured by using the
built in System Restore utility.
