Hello Martin,
Based on my experience and research, this issue could be caused by
different reasons. To narrow down this issue, I recommend you try the
following steps:
Step 1
===========
Please create a new .pst file, and move half data of the 1GB mailbox to
PST, and then check if the performance is better. If not, please continue
move most data to PST, and then check the result.
Step 2
===========
Please test Outlook in the Safe Mode. The Safe Mode will disable all
add-ins or extensions that will not start, or a corrupted resource, file,
registry, or templates.
Click Start-->Run, type "Outlook /Safe" (Quotation marks are not included
and there is a space between Outlook and /safe) and press Enter.

Note: This article also applies to Outlook 2003.
If the issue does not occur in Outlook Safe Mode, let's use the steps below:
(1) Delete some Outlook .dat files:
Click Start -> Search -> Files or Folders, search for the "outcmd.dat",
"extend.dat", "frmcache.dat", "views.dat" files in the hard disk. Then,
rename them to .old files. For example: rename outcmd.dat to outcmd.old. If
you cannot find some of these files, please ignore them.
For your information, basically, you can find these files in the following
folders:
C:\Documents and Settings\<username>\Local Settings\Application
Data\Microsoft\Outlook
C:\Documents and Settings\<username>\Application Data\Microsoft\Outlook
C:\Documents and Settings\<username>\Local Settings\Application
Data\Microsoft\FORMS
(2) Backup and then delete the following registry keys:
HKEY_LOCAL_MACHINE\Software\Microsoft\Exchange\Client\Extensions
HKEY_CURRENT_USER\Software\Microsoft\Office\Outlook\Addins
Hope this helps.
Regards,
Ada Pan
