100% CPU Usage??What gives?

when i turn on my computer, the CPU Usage under
Performance in the task manager says that my CPU Usage is
at 100%. The thing is is that i have no programs running
other than the task manager itself. When it does start up
at 100%, my computer runs slow and takes a long time to
load a program.
Does anyone know how to fix this problem?

1) Get a good, up to date virus scanner - and use it.
2) Get Lavasoft Ad-aware (www.lavasoft.de), update it -
and run it.
