No, it won't even fit in the slot. voltages are also different

If you have an 4X agp card, you could use it on 8x.
1x and 2x can't be used because the voltages are different (3,3v I
think).

If it is a universal AGP slot it will work at the correct voltage. I use a 1X AGP card in a 4X universal slot.
