This error number problem occurs when your mail server requires both Secure Sockets
Layer security (SSL) and Secure Password Authentication (SPA).
 
I have also received this error message. How do I go about fixing the
problem?

Which antivirus are you running? Some of them cause problems with
Windows Mail over time.
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

I started getting this message out of the blue...I'm using Kaspersky Internet
Security 8.0.

SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number:
0x800CCC0E

What can i do to fix it?

Clubscomplete is not your ISP. As such, your home ISP will block
your use of any port 25 SMTP server other than their own.
For an explanation of this anti-spamming policy, see

To send from home, you will have to substitute your home ISP's
SMTP server. If you need help with that, let us know who your
home ISP is.

It would appreciated if a detailed way to solve the problem could be

Your problem is quite different from that of Kerry. It is always better to
start your own new thread instead of intermingling with someone else's
issue.

You are using non-standard (advanced) settings. I don't see any evidence
that your mail provider supports those settings. Please use only your
provider's published mail settings:

To summarize, go to Tools, Accounts, select that account, Properties,
Advanced, uncheck the SSL option and change the port for the incoming
server from 995 to 110.
