At this time (Jan 20 2006) the browser-based Windows Update for Windows 2000
with Service Pack 4 is completely non-operational, due to a syntax error in
the Windows Update scanning scripts.
I've now retested this on a fresh install of Windows 2000, with Service Pack
4 applied.
The initial Windows Update wants to install BITS, Windows Installer, and
Genuine Advantage. These download successfully but then immediately fail to
install.
I can go to the "%SystemRoot%\SoftwareDistribution\Download" folder and
manually run the BITS installer, and Update Installer, but I can't find a way
to manually install Geniune Advantage. Upon re-running Windows Update, it
only shows Geniune Advantage left to install, but once again is unable to
install it.

The WindowsUpdate.log contains the following entry:
2006-01-20 21:28:51 832 4e8 Agent WARNING: Failed to evaluate Installed
rule, updateId = {ED300F67-421C-4C08-B3BA-F35C55F3B427}.100, error =
0x80041017

Microsoft's TechNet says 0x80041017 is a SYNTAX ERROR:

When I run the SysInternals Regmon while running Windows Update I see this
syntax error appear right in the RegMon logfile, during the scan for updates:
3.43468960 svchost.exe:796 OpenKey HKLM\\HARDWARE\DESCRIPTION\System
SYNTAXERR
So, it looks like just one extra backslash in the WU scanning scripts has
totally broken web-based Windows Update on my Windows 2000 SP4 system.

Installing "Microsoft Update" does nothing to resolve this problem.
