0 cipher strength with explorer 6.0

I recently upgraded to 6.0 and now I do not have 128 bit
encryption. I have tried downloading all the upgrades,
and none seem to work. I have tried rolling back to 5.5,
and it still does not work. I use Windows 98SE. How can
I get explorer to support 128 bit encryption?
